If you are 16 to 18, you receive a provisional license and full signature of parent or guardian must apply for a learner.
I think it would be treated like a motorcycle. Since the four-wheeled motorbikes on the street and may not be mounted. I do not know if my brother was 18 or not, if he have his motorcycle license ...
